  9. SUBJECT:  MGT: Administering the flow of responders
  10.  
  11.      One vital task that befalls the telecommunications manager
  12. during an emergency is to screen the communications volunteers
  13. who respond; especially the intermittent flow of those that come
  14. out of the woodwork at such times.  It's not that they're not
  15. wanted or needed, it's just that their usefulness may be other
  16. than what they expect, depending on various factors.  During an
  17. emergency is NOT the time to train in such things as tactical
  18. calls, the agency structure, proper identification, prowords, net
  19. procedures, and other items learned only over time and practice.
  20.      However one may view it, the pressures on the Radio Officer,
  21. staff, and operators can be far too great during an emergency
  22. situation to put up with untrained operators or a partially
  23. trained ego-centric know-it-all who inadvertently fouls up any
  24. situation however well meaning.
  25.      Part of the value of training is that it alerts the manager
  26. to these types in advance so adjustments can be made (including
  27. specialized training) as appropriate.  The aversion to training
  28. by many people is natural for several reasons.  Perhaps another
  29. term should be used to emphasize that what is needed and benefi-
  30. cial is simulated emergency activity on an on-going basis.  This
  31. insures that the practices and mindset so vital to emergency
  32. operations become second nature and automatic.
  33.      That's the essential difference the Radio Officer or Emer-
  34. gency Coordinator looks for -- the operator whose participation
  35. and natural abilities are those that develop from actual partici-
